The National Weather Service in Albany has issued a

* Flash Flood Warning for...
  Litchfield County in northern Connecticut...
  Dutchess County in east central New York...

* Until 245 AM EDT.

* At 1138 PM EDT, emergency management reported flash flooding 
  across the warned area. Between 3 and 5 inches of rain have 
  fallen. Additional rainfall amounts of 0.5 to 1.5 inches are 
  possible in the warned area. Flash flooding is already occurring.

  HAZARD...Flash flooding caused by heavy rain.

  SOURCE...Emergency management reported.

  IMPACT...Flash flooding of small creeks and streams, urban
           areas, highways, streets and underpasses as well as
           other poor drainage and low-lying areas. Numerous
           roads are closed in Dutchess County due to flooding
           while basement and minor street flooding is occurring
           across Litchfield County.

* Some locations that will experience flash flooding include...
  Torrington, Poughkeepsie, New Milford, Beacon, Saugerties, 
  Rhinebeck, Pawling, Hyde Park, Pleasant Valley, Thomaston, New 
  Hartford, Wappingers Falls, Amenia, Kent, Sharon, Highland, Pine 
  Plains, Fishkill, Red Hook and Norfolk.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the 
dangers of flooding.

Be aware of your surroundings and do not drive on flooded roads.
