The National Weather Service in Albuquerque has issued a

* Flash Flood Warning for...
  Central Lincoln County in central New Mexico...

* Until 530 PM MDT.

* At 230 PM MDT, Doppler radar indicated thunderstorms producing 
  heavy rain across the Capitan Mountains, or between Capitan and 
  Encinoso. Between 1 and 2 inches of rain have fallen on already 
  saturated soils in the last 90 minutes. Additional rainfall 
  amounts of 0.5 to 1 inch are possible in the warned area. Flash 
  flooding is ongoing or expected to begin shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar.

  IMPACT...Flash flooding of small creeks and streams, urban
           areas, highways, streets and underpasses as well as
           other poor drainage and low-lying areas.

* Some locations that will experience flash flooding include...
  Ruidoso, Lincoln, Capitan, Encinoso, Fort Stanton, Smokey Bear 
  Historical Park, Lincoln State Monument and Angus.

This includes the following highways...
	Highway 380 between Mile Markers 80 and 99.

This will impact Highway 246. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Arroyos, streams, and normally dry rivers can become raging killer 
currents in a matter of minutes. Water in arroyos can travel many 
miles and take hours to reach your location from upstream rain areas.

Do not drive your vehicle into areas where water covers the roadway. 
The water depth may be too great to allow your car to cross safely.

...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 530 PM MDT THIS 
AFTERNOON FOR CENTRAL LINCOLN COUNTY...

At 334 PM MDT, Doppler radar indicated thunderstorms across the west 
side of the Capitan Mountains have diminished, however, runoff is 
likely ongoing. Between 1 and 2 inches of rain fell. Flash flooding 
is ongoing or expected to begin shortly.

HAZARD...Flash flooding caused by thunderstorms.

IMPACT...Flash flooding of small creeks and streams, urban areas,
         highways, streets and underpasses as well as other poor
         drainage and low-lying areas. High water flows will be
         possible in Carrizo Creek, Aragon Creek and the Rio
         Hondo.

Some locations that will experience flash flooding include...
  Ruidoso, Lincoln, Capitan, Encinoso, Fort Stanton, Smokey Bear 
  Historical Park, Lincoln State Monument and Angus.

This includes the following highways...
	Highway 380 between Mile Markers 80 and 99.

This also includes Highway 246 between mile markers 0 and 15 as well 
as Forest Service roads 142, 56, and 401. Do not attempt to drive 
through flooded low water crossings.
