  Southwestern Chaves County in southeastern New Mexico...

* Until 115 PM MDT.

* At 1018 AM MDT, trained weather spotters reported the Rio Penasco 
  out of its banks across southwest Chaves County. River gauges in 
  the area also show the river rapidly rising. Light to moderate 
  rain continues in the area.

  HAZARD...Life threatening flash flooding. Thunderstorms
           producing flash flooding.

  SOURCE...Trained spotters reported.

  IMPACT...Life threatening flash flooding of creeks and streams,
           highways, streets and underpasses.

* Some locations that will experience flash flooding include...
  Elk.

Highway 82 may be impacted by flash flooding.

Turn around, don't drown when encountering flooded roads. Most flood

At 1145 AM MDT, trained weather spotters continue to report the Rio 
Penasco out of its banks across southwest Chaves County. Light to 
moderate rain continues in the area.

HAZARD...Life threatening flash flooding. Thunderstorms producing
         flash flooding.

IMPACT...Life threatening flash flooding of creeks and streams,
         highways, streets and underpasses.

Some locations that will experience flash flooding include...
  Elk.

Highway 82 may be impacted by flash flooding. 

River gauges in the area show that the river will rise, then recede, 
then rise higher than the previous crest. This will continue into 
the afternoon as rain continues to fall.
