* 20 FOOT WINDS...South 15 to 20 mph with gusts up to 30 mph.

* RELATIVE HUMIDITY...As low as 20 percent.

* 10 HOUR FUELS...Between 5 and 7 percent.

* IMPACTS...These conditions are conducive for the rapid spread
