The National Weather Service in San Juan has issued a

* Flash Flood Warning for...
  Fajardo Municipality in Puerto Rico...
  Luquillo Municipality in Puerto Rico...
  Ceiba Municipality in Puerto Rico...

* Until 300 PM AST

* At 1204 PM AST, Doppler radar indicated heavy rain across the 
  warned area. The area rivers are rising rapidly and flash flooding 
  is possible or ongoing.

  HAZARD...Flash flooding caused by heavy rain. 

  SOURCE...Radar indicated. 

  IMPACT...Flooding of small creeks and streams, urban areas, 
           highways, streets and underpasses as well as other 
           drainage and low lying areas. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.
Residents living along streams and creeks should take immediate
precautions to protect life and property.

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 300 PM AST FOR
FAJARDO...LUQUILLO AND CEIBA MUNICIPALITIES...

At 102 PM AST, Doppler radar indicated heavy rain falling across the 
warned area.  Emergency managers have reported flooded roads in 
Luquillo due to river flooding. The heavy rainfall is causing 
flooding urban areas across Fajardo and Ceiba. 

HAZARD...Flash flooding caused by heavy rain.

         and low lying areas.

...THE FLASH FLOOD WARNING FOR FAJARDO...LUQUILLO AND CEIBA
MUNICIPALITIES WILL EXPIRE AT 300 PM AST...

The heavy rain has ended but light to moderate rains continue across 
the area. Flood waters continue to slowly recede and major flooding 
Flooding is no longer expected to pose a threat. Therefore the Flash 
Flood Warning will be allowed to expire at 3:00 pm AST. However, 
this will be downgraded and replaced by a Flood advisory as runoff 
continues to affect some areas and ponded water continue on some 
roadways and poor drainage areas. Please heed to any remaining road 
closures and stay away from small river and streams during the next 
few hours.
