The National Weather Service in Charleston West Virginia has issued a

* Flash Flood Warning for...
  Northern Jackson County in southeastern Ohio...
  Vinton County in southeastern Ohio...

* Until 245 PM EDT.

* At 1042 AM EDT, Doppler radar indicated thunderstorms producing 
  heavy rain across the warned area. Up to one and a half inches of 
  rain has already fallen in some locations. Flash flooding is 
  expected to begin shortly. Thunderstorms will continue into the 
  afternoon and may produce another inch of rainfall.

* Some locations that will experience flooding include...
  Wellston, Mcarthur, Lake Hope State Park, Hamden, Coalton, Zaleski,
  Allensville, Creola, Eagle Mills, Radcliffe and Byer.
