3 PM EDT THIS AFTERNOON...

The National Weather Service in Wilmington has issued a Coastal
Flood Advisory, which is in effect from 11 AM this morning to
3 PM EDT this afternoon.

* LOCATIONS...The lower Cape Fear River including downtown 
  Wilmington.

* TIMING...From 11 AM this morning to 3 PM EDT this afternoon.

* COASTAL FLOOD IMPACTS...Water up to 1 foot in depth across parts
  of Battleship Road and USS North Carolina Road. Portions of
  River Road, south of Wilmington, will see partial water
  coverage. In downtown Wilmington, water 1/2 to 1 foot will 
  cover portions of Water Street.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Coastal Flood Advisory indicates that weak onshore winds and 
high astronomical tides due to the New Moon Cycle, will combine 
to generate minor coastal flooding of low lying areas along the 
Lower Cape Fear River from Wilmington south.

* LOCATIONS...In South Carolina, Coastal Georgetown. In North 
  Carolina, Coastal Pender and Coastal New Hanover.

* TIMING...For the Coastal Flood Advisory, from 10 AM this 
  morning to noon EDT today. For the High Rip Current Risk, 
  through this evening.

* COASTAL FLOOD IMPACTS...For Coastal NC, Tide Gage readings 
  will not climb as high like the previous 2 mornings. Minor 
  street flooding may occur on the "sound-side" of Carolina 
  Beach in the vicinity of Canal Drive. A few roads may become 
  partially covered on Topsail Island. Sand Dunes damaged from 
  Dorian could allow salt water to pass through and onto 
  properties and local roads. And in addition, salt water may 
  back up through storm drains and onto roadways.

* SURF ZONE IMPACTS...Very strong rip currents will be dangerous 
  to anyone who enters the surf.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Coastal Flood Advisory indicates that onshore winds and tides
will combine to generate flooding of low areas along the shore.

There is a high risk of rip currents. Life threatening rip
currents are likely in the surf zone.

Rip currents are powerful channels of water flowing quickly away
from shore, which occur most often at low spots or breaks in the
sandbar and in the vicinity of structures such as groins, jetties
and piers. Heed the advice of lifeguards, beach patrol flags and
signs.

If you become caught in a rip current, yell for help. Remain
calm, do not exhaust yourself and stay afloat while waiting for
help. If you have to swim out of a rip current, swim parallel to
shore and back toward the beach when possible. Do not attempt to
swim directly against a rip current as you will tire quickly.

The National Weather Service in Wilmington has issued a Coastal
Flood Advisory, which is in effect until 3 PM EDT this afternoon.

* LOCATIONS...The lower Cape Fear River including downtown 
  Wilmington.

* TIMING...Until 3 PM EDT this afternoon.

* COASTAL FLOOD IMPACTS...Water is six to 12 inches deep on the 
  lowest parts of Battleship Road and USS North Carolina Road. 
  Water begins to spread on to River Road about a quarter mile 
  south of The Cape Boulevard. In downtown Wilmington...water 
  covers more than a block of Water Street near Market Street 
  with three to six inches of water just south of Market Street.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Coastal Flood Advisory indicates that onshore winds and tides
will combine to generate flooding of low areas along the shore.
