  heavy rain across the warned area. Two to three inches of rain 
  have already fallen. Flash flooding is expected to begin shortly.

* Some locations that will experience flooding include...
  Minneapolis, Bennington, Delphos, Tescott, Culver, Wells, Niles and
  Ada.
