impacts the area. Precipitation will begin to increase this

accumulations of 6 to locally 12 inches are expected, along with

.A broad area of light to moderate rain was spreading north out of
Iowa into southern Minnesota and western Wisconsin early this
morning. Mainly rain is expected across the area through daybreak,
with more of a rain-snow mix near and northwest of Rochester MN
into north-central Wisconsin as daybreak approaches. 

The mix is then expected change to all snow after sunrise, with
the snow becoming heavy at times. Snow totals of 6 to 10 inches 
anticipated. Just to the southeast of roughly an Austin to Winona
Minnesota to Neillsville Wisconsin line, snow amounts will drop

...Travel Becoming Hazardous This Morning With Wintry
Precipitation Increasing...

.Travel conditions have deteriorated quickly this morning across
portions of southeastern Minnesota into west-central and north-
central Wisconsin as rain has become snow with increasing
precipitation intensity. Snowfall totals have been as high as 2 to
3 inches from near Rochester into west-central Wisconsin. A very
sharp cut-off snow to rain was observed from near Rochester to
Winona to Black River Falls, with mostly rain to the south.

Additional bands of precipitation will continue to lift northward
into the afternoon with periods of heavy snow from southeast
Minnesota into north-central Wisconsin. Some light icing has been
reported across southeast Minnesota and northeast Iowa into west-
central Wisconsin due to cold road surfaces leading to slippery 
travel.

Travel will continue to worsen as the day wears on. In addition, 
areas of blowing and drifting snow are possible across open and

...Heavy Snow and Light Icing Creating Hazardous Travel 
Conditions...

.Roads have become snow-covered and slippery with difficult travel
across parts of southeast Minnesota into west central and north
central Wisconsin with periods of heavy snow continuing late this
morning. Precipitation has primarily fallen as snow north of a
line from Austin to Winona, Minnesota to Neillsville, Wisconsin.
As much as 4 to 5 inches of snow has fallen across Dodge County 
in Minnesota, with totals falling off to the south and east where 
more rain has fallen. 

The heaviest precipitation will occur across southeast Minnesota
though mid-afternoon and into north central Wisconsin through 
early evening. Snowfall rates of 1 to 2 inches per hour may occur 
in the heavier snow with visibility reduced to 1/2 mile or less at
times. Some blowing and drifting will occur over open areas of 
southeast Minnesota. 

Some slick spots are also expected in areas where rain is 
occurring due to cold road surfaces. Very difficult to hazardous 
travel will continue through the day.

...Hazardous to Dangerous Travel Continues with Heavy Snow and
Light Icing...

.Early this afternoon, snow-covered and slippery roads were
reported over the area creating hazardous to dangerous travel. Rain
has changed to snow over much of southeast Minnesota, with snow 
extending into west central and north central Wisconsin. Snowfall 
totals so far have been as high as 6 to 8 inches over parts of 
southeast Minnesota, especially from Rochester north and westward.
Heavier snow will persist into mid afternoon over southeast 
Minnesota and into early evening across north central Wisconsin 
before decreasing. Visibility will be reduced to under 1/2 mile at
times.

Another band of mixed precipitation was lifting north from 
southwest Wisconsin and far northeast Iowa with light icing and an
inch or two of snowfall expected. This will create difficult
travel as well.

...Hazardous to Dangerous Travel Into this Evening...Snow Slowly 
Diminishing...

.As of 3 pm, the snow-covered and slippery roads were reported
over far northeast Iowa through southeast Minnesota northeast into
north-central Wisconsin creating hazardous to dangerous travel. 
Snowfall of up to 6 to 11 inches has occurred so far over parts of
southeast Minnesota into west-central Wisconsin with a sharp drop
off in amounts to the southeast. Areas of blowing and drifting 
snow will also occur over open areas of southeast Minnesota. 

Snowfall will continue to gradually diminish over southeast
Minnesota into north central Wisconsin through early evening.
Additional accumulations of 1 to 3 inches are expected through
early evening, highest over north central Wisconsin. Areas of
light freezing drizzle could lead to some slick spots.

And Snow Continues...

.Accumulating snow has confined itself mostly north of I-94 in
Wisconsin, and across parts of southern into eastern Minnesota.
Elsewhere, patchy to areas of drizzle have developed, and will 
persist into mid evening. Where temperatures are at or below 
freezing, some light icing could occur on exposed, untreated 
surfaces.

Another band of light snow is expected to move in from the west
later this evening, and could bring an additional 1 to 2 inches of
snow to the area. In addition, areas of blow and drifting snow
remain a possibility over open areas of southeast Minnesota.

...Light Snow Into The Overnight...

.Another band of snow will move eastward across the area
overnight, exiting into central and eastern Wisconsin around
daybreak Tuesday. Additional amounts up to 1 inch are expected.
With the threat for heavy snow or icing ending, the warning and
advisory will be allowed to expire.

Still, many roads are snow covered and hazardous. In addition,
standing water and slush on untreated roads and sidewalks will
freeze overnight. Hazardous to slippery travel will continue
through the Tuesday morning commute.
