Eastern Carroll County in southwestern Virginia... * Until 830 PM EDT * At 623 PM EDT, local law enforcement officials reported heavy rain across the warned area causing flooding of roads and streams. Up to three inches of rain have already fallen in this area. Flash flooding is already occurring. * Some locations that will experience flooding include... Hillsville... Dugspur... and Woodlawn. Additional rainfall amounts of 1 to 2 inches during the next hour are possible in the warned area. Flooding has been reported along Big Reed Island Creek near Dugspur. At 720 PM EDT, the public reported flash flooding occurring in the Dugspur area with at least two roads flooded in the area. Big Reed Island Creek is out of its banks near Dugspur and another small creek was out of its banks near the intersection of U.S. 221 and VA 673 causing the road to be flooded and closed. While rainfall has decreased across the northern part of the county, rainfall along and south of a line from Dugspur to Hillsville continues. Two to three inches of rain have already fallen in much of the warned area. The public and emergency management officials have reported flash flooding in the area. ...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 830 PM EDT FOR
NORTHEASTERN CARROLL COUNTY...
At 741 PM EDT, local law enforcement and the public reported that
flash flooding continued across mainly the eastern parts of Carroll
County in the Dugsput area. Several roads have been closed due to
water flowing over the roads, creeks out of their banks, or
mudslides. This includes parts of U.S. 221, VA 673 or Pilgrims
Trail. Up to three inches of rain have already fallen across the
central and eastern parts of the county. Flash flooding is already
occurring in these areas. Further west, near Interstate 77, less
rain fell and the threat of flash flooding has ended.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded

Law enforcement officials report that flood waters have receded
quickly allowing roads to be reopened and creeks to fall bank within
their banks. Rainfall has ended across the region and additional
heavy rainfall is not expected tonight. Thus, flooding is no longer
expected to pose a threat at this time.
