* At 242 PM AST, Rainfall associated with Hurricane Irma will 
  continue to affect Vieques and Culebra during the next several 
  hours. Flash flooding expected to begin shortly.

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
