West central Knott County in southeastern Kentucky... * Until 145 PM EDT * At 1049 AM EDT, emergency management reported heavy rain and instances of flash flooding across the warned area. Up to two inches of rain have already fallen, with localized amounts above two inches. More rain is expected over the next warned area. * Some locations that will experience flooding include... Hazard, Hindman, Ritchie, Dice, Ary, Emmalena, Bearville, Tina, Vest, Carrie, Talcum, Bulan, Fisty and Dwarf. PRECAUTIONARY/PREPAREDNESS ACTIONS...
