The National Weather Service in Cleveland has issued a

* Flash Flood Warning for...
  Southern Ashtabula County in northeastern Ohio...

* Until 600 PM EDT

* At 1252 PM EDT, Doppler radar indicated heavy rain across the 
  warned area. Up to two and a half inches of rain have already 
  fallen in some locations. Flash flooding is expected to begin 
  shortly.

* The Fire Department in Orwell reported flooding with water 
  reaching an apartment building.  

* Some locations that will experience flooding include...
  Orwell, Andover, Hartsgrove, Roaming Shores and Cherry Valley. 

* Raoid rises can be expected on the Grand River. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
