The National Weather Service in La Crosse has issued a

* Flash Flood Warning for...
  Central Winona County in southeastern Minnesota...
  Northeastern Wabasha County in southeastern Minnesota...

* Until 530 AM CDT

* At 127 AM CDT, local law enforcement reported mudslides across the 
  warned area. Two to three inches of rain have already fallen. 
  Flash flooding is already occurring, mainly in steep terrain 
  areas. 

* Some locations that will experience flooding include...
  Winona, Wabasha, Alma, Goodview, Buffalo City, Fountain City,
  Rollingstone, Kellogg, West Newton, Minnesota City, Minneiska,
  Pioneer Campground, Rattlesnake Ridge, Theilman, Gilbert Valley,
  Kruger Campground, Weaver, Zumbro Bottoms Campground, Conception
  and Highway 63 And County 2.

Excessive rainfall over the warned area will cause mud slides near
steep terrain. The mud slide can consist of rock, mud, vegetation and
other loose materials.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 530 AM CDT FOR
CENTRAL WINONA AND NORTHEASTERN WABASHA COUNTIES...

At 317 AM CDT, local law enforcement reports flash flooding 
continues across the area.  A mudslide has blocked a portion of 
highway 61 south of Homer. Up to three inches of rain have already 
fallen. Flash flooding is occurring.

Excessive rainfall over the warned area will cause mud slides near
steep terrain. The mud slide can consist of rock, mud, vegetation and
other loose materials.
