  AN AREA OF NEAR STATIONARY THUNDERSTORMS PRODUCING HEAVY RAIN
  ACROSS CENTRAL ZAPATA COUNTY. UP TO THREE INCHES OF RAIN HAVE
  ALREADY FALLEN OVER THE PAST HOUR. FLASH FLOODING IS EXPECTED TO
  BEGIN SHORTLY.

AT 956 PM CDT...LOCAL LAW ENFORCEMENT REPORTED FLASH FLOODING
OCCURRING IN THE TOWN OF ZAPATA. FROM THREE TO FOUR INCHES OF RAIN
HAVE ALREADY FALLEN OVER CENTRAL ZAPATA COUNTY. FLASH FLOODING IS
ALREADY OCCURRING.

THE ZAPATA COUNTY SHERIFFS OFFICE REPORTED THAT NUMEROUS STREETS IN
THE TOWN OF ZAPATA HAD 1 TO 2 FEET OF STANDING WATER. THE SHERIFFS
OFFICE ALSO REPORTED THAT SEVERAL MOTORISTS HAD BEEN STRANDED ON
HIGHWAYS 3 AND 16.
