* AT 823 PM EDT...DOPPLER RADAR INDICATED THUNDERSTORMS PRODUCING
  HEAVY RAIN ACROSS THE WARNED AREA.  FLASH FLOODING IS EXPECTED TO
  BEGIN SHORTLY.

* SOME LOCATIONS THAT WILL EXPERIENCE FLOODING INCLUDE... MOST 
  COMMUNITIES IN HARTFORD COUNTY INCLUDING THE GREATER HARTFORD
