  HEAVY RAINFALL FROM A THUNDERSTORM NEAR BEST...OR 13 MILES
  NORTHWEST OF BIG LAKE.  THIS STORM WAS MOVING NORTH AT 15 MPH.
  RADAR INDICATES THAT 1 TO 1.5 INCHES OF RAIN HAS FALLEN OVER
  A LARGE PART OF THE COUNTY DURING THE PAST HOUR... WHEN COMBINED
