* AT 625 PM EDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED
  SLOW MOVING THUNDERSTORMS WITH VERY HEAVY RAINFALL ACROSS THE   
  WARNED AREA. RADAR INDICATES RAIN AMOUNTS OF UP TO 5 INCHES HAVE
  FALLEN IN CENTRAL WARREN COUNTY SINCE 200 PM EDT.

* RUNOFF FROM THIS EXCESSIVE RAINFALL WILL CAUSE FLASH FLOODING TO
  OCCUR. FLASH FLOODING IS EXPECTED TO OCCUR OVER MAINLY RURAL AREAS
