* AT 850 AM CDT... SLOW MOVING THUNDERSTORMS WITH VERY HEAVY         
  RAINFALL WERE OCCURRING ACROSS THE WARNED AREA. LAW ENFORCEMENT    
  REPORTED SOME FLOODING IN THE LINCOLN PARK AREA...AND MORE         
  FLOODING IS POSSIBLE.

* RUNOFF FROM THIS EXCESSIVE RAINFALL WILL CAUSE FLASH FLOODING TO
  OCCUR. SOME LOCATIONS THAT WILL EXPERIENCE FLOODING INCLUDE...     
  DULUTH...PROCTOR...WEST DULUTH AND AREAS UP THE NORTH SHORE TOWARD 
  FRENCH RIVER.
