* AT 222 PM EDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED
  SLOW MOVING THUNDERSTORMS WITH VERY HEAVY RAINFALL ACROSS THE   
  WARNED AREA. DOPPLER RADAR ESTIMATED RAINFALL AMOUNTS AROUND 
  THREE INCHES FELL JUST SOUTH OF MOUNT VERNON. 

* SMALL STREAMS AND CREEKS ARE LIKELY RISE QUICKLY AND COME OUT OF
  BANKS. CREEKS THAT ARE IN THE FLASH FLOOD WARNING INCLUDE...BIG
