THE NATIONAL WEATHER SERVICE IN CHARLESTON HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  VINTON COUNTY IN SOUTHEAST OHIO

* UNTIL 215 AM EDT.

* AT 1129 PM EDT...NATIONAL WEATHER SERVICE DOPPLER RADAR AND
  AUTOMATED RAIN GAGES REPORTED AN AREA OF VERY HEAVY RAINFALL ACROSS
  THE WARNED AREA. RAINFALL ESTIMATES OF 1.5 TO 2.5 INCHES IN AN     
  HOUR. 

* SLOW MOVING THUNDERSTORMS ARE PRODUCING TORRENTIAL RAINFALL IN THE
  WARNED AREA. RUNOFF FROM THIS EXCESSIVE RAINFALL WILL CAUSE FLASH
  FLOODING TO OCCUR. SOME LOCATIONS THAT MAY EXPERIENCE FLOODING
  INCLUDE...LAKE HOPE STATE PARK...MCARTHUR...ALLENSVILLE...CREOLA...
  EAGLE MILLS...HAMDEN...RADCLIFFE...WILKESVILLE AND ZALESKI.



EXCESSIVE RUNOFF FROM HEAVY RAINFALL WILL CAUSE FLOODING OF SMALL
CREEKS AND STREAMS...HIGHWAYS AND UNDERPASSES. ADDITIONALLY...COUNTRY
ROADS AND FARMLANDS ALONG THE BANKS OF CREEKS...STREAMS AND OTHER LOW
LYING AREAS ARE SUBJECT TO FLOODING.

BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE
DANGERS OF FLOODING. IF FLASH FLOODING IS OBSERVED ACT QUICKLY. MOVE
UP TO HIGHER GROUND TO ESCAPE FLOOD WATERS. DO NOT STAY IN AREAS
SUBJECT TO FLOODING WHEN WATER BEGINS RISING.
