THE NATIONAL WEATHER SERVICE IN RENO HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  WESTERN CARSON CITY COUNTY IN WESTERN NEVADA
  THIS INCLUDES THE CITY OF CARSON CITY

* UNTIL 400 PM PST

* AT 1130 AM PST...LOCAL LAW ENFORCEMENT OFFICIALS AND LOCAL MEDIA   
  HAVE REPORTED A MODERATE DEBRIS FLOW IN THE CANYONS FROM THE       
  WATERFALL BURN AREA.

* HEAVY RAIN WILL CONTINUE OVER THE WATERFALL BURN AREA THROUGH THIS 
  AFTERNOON.

SURFACE OBSERVATIONS IN THE WATERFALL BURN AREA ARE REPORTING 
BETWEEN 4 AND 6 INCHES OF RAIN HAVE FELL IN THE LAST 24 HOURS.  ASH 
CANYON CREEK...KINGS CANYON...AND VICEE CANYON CREEK ARE OUT OF 
THEIR BANKS.  MUD...ROCK AND DEBRIS FLOWS ARE OCCURRING ON THE 
SLOPES WEST OF CARSON CITY.  AN ADDITIONAL 1 INCH OF RAIN IS 
POSSIBLE THROUGH 4 PM. 

STAY AWAY FROM ASH...VICEE AND KINGS CANYONS AS FLASH FLOODING IS 
OCCURRING IN THESE AREAS. DUE TO THE DESTRUCTIVE NATURE OF THE 
WATERFALL FIRE...FLASH FLOODING HAS CREATED A DANGEROUS FLOW OF 
MUD...ASH...BOULDERS AND BURNED TREES DOWN THE CANYONS AND INTO 
WESTERN CARSON CITY. IF YOU ARE IN A LOW LYING AREA OF WESTERN 
CARSON CITY...SEEK HIGHER GROUND IMMEDIATELY.

...THE FLASH FLOOD WARNING WILL BE ALLOWED TO EXPIRE AT 4PM PST FOR 
CENTRAL CARSON CITY COUNTY INCLUDING THE CITY OF CARSON CITY...

AT 345 PM PST...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED 
THAT HEAVY RAIN HAD ENDED FOR THE WARNED AREA. SNOW LEVELS WERE ALSO 
DROPPING RAPIDLY TO AROUND 4500 FEET AS OF 300 PM.

SMALL STREAMS AND CREEKS WILL CONTINUE TO CAUSE FLOODING PROBLEMS 
BEFORE THEY RECEDE THROUGH THE REMAINDER OF THE AFTERNOON AND 
EVENING.

BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO SEE FLOODED 
ROADS. DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS 
THE ROADWAY.
