AT 446 PM EDT DOPPLER RADAR INDICATED HEAVY RAIN OVER SCOTLAND COUNTY. LOCATIONS THREATENED WITH FLASH FLOODING INCLUDE...WAGRAM...SILVER HILL...OLD HUNDRED...LAURINBURG...LAUREL HILL...HASTY...GIBSON. AT 442 PM EDT SCOTLAND COUNTY OFFICIALS REPORT THAT MAJOR STREETS IN LAURINBURG WERE BECOMING IMPASSABLE. A FEW CARS HAD TO BE ABANDONED DUE TO RISING WATER. BETWEEN 3 AND 4 INCHES HAS POSSIBLY FALLEN NEAR LAURINBURG SINCE 4 PM. AN ADDITIONAL INCH OF RAIN IS POSSIBLE THROUGH 530 PM.
