* FLASH FLOOD WARNING FOR...
  NORTHERN AND CENTRAL RILEY COUNTY IN NORTHEAST KANSAS

* UNTIL 945 PM CDT

* AT 638 PM CDT...WEATHER SERVICE DOPPLER RADAR INDICATED 2 TO 4 
INCHES OF RAIN HAS FALLEN ACROSS NORTHERN AND CENTRAL RILEY COUNTY 
SINCE MID AFTERNOON AND AN ADDITIONAL HALF TO ONE INCH OF RAIN IS 
POSSIBLE.

* SOME LOCATIONS AFFECTED...
  RANDOLPH
  LEONARDVILLE
  RILEY

FLOODING OF LOW WATER CROSSINGS WERE REPORTED ALONG THE MILL CREEK 
NEAR RANDOLPH. ALSO BLUE RIVER HILLS ROAD HAD WATER FLOWING OVER THE 
ROAD NEAR STOCKDALE PARK. 

ADDITIONAL RUNOFF FROM THIS STORM WILL CAUSE FLASH FLOODING OF 
CREEKS AND STREAMS...HIGHWAYS AND UNDERPASSES. ADDITIONALLY ROADS 
AND FARMLANDS ALONG THE BANKS OF CREEKS AND STREAMS AND LOW LYING 
AREAS ARE SUBJECT TO FLASH FLOODING.

DO NOT DRIVE INTO AREAS WHERE THE WATER COVERS THE ROAD. THE WATER
MAY BE VERY DEEP. VEHICLES CAUGHT IN RISING WATER SHOULD BE
ABANDONED.

COUNTY UNTIL 945 PM CDT...

AT 750 PM CDT...MILL CREEK CONTINUED OUT OF ITS BANKS AND FLOWING 
OVER STOCKDALE ROAD NORTHWEST OF MANHATTAN. 

AT 7 PM...A SPOTTER REPORTED A TREE AND DEBRIS OVER STOCKDALE ROAD 
ABOUT 7 MILES NORTHWEST OF MANHATTAN. 

ADDITIONAL RAINS WILL MOVE ACROSS THE WARNED AREA AND MAY DROP UP TO 
A HALF INCH OF ADDITIONAL RAINFALL.

RUNOFF WILL CONTINUE TO CAUSE FLASH FLOODING OF CREEKS AND 
STREAMS...HIGHWAYS AND UNDERPASSES. ADDITIONALLY ROADS AND FARMLANDS 
ALONG THE BANKS OF CREEKS AND STREAMS AND LOW LYING AREAS ARE
