ORANGE COUNTY IN SOUTHWEST CALIFORNIA THIS INCLUDES THE CITIES OF...SAN JUAN CAPISTRANO...MISSION VIEJO...LAGUNA NIGUEL... LAGUNA HILLS...LAGUNA BEACH * UNTIL 100 PM PST * AT 1050 AM PST...WEATHER SERVICE DOPPLER RADAR INDICATED VERY HEAVY RAIN OVER LAGUNA BEACH. THE AREA OF HEAVY RAIN WAS NEARLY STATIONARY. EXCESSIVE RUNOFF FROM THIS STORM WILL CAUSE FLASH FLOODING OF SMALL CREEKS AND STREAMS...HIGHWAYS AND UNDERPASSES. ADDITIONALLY...COUNTRY ROADS AND FARMLANDS ALONG THE BANKS OF CREEKS AND STREAMS AND OTHER LOW LYING AREAS ARE SUBJECT TO FLASH FLOODING.
