  OF RAIN MAY HAVE ALREADY FALLEN OVERNIGHT ACROSS PARTS OF THE      
  EASTERN TWIN CITIES METRO INTO ADJOINING AREAS OF WESTERN          
  WISCONSIN.  ANOTHER 1 TO 2 INCHES OF RAIN MAY FALL BEFORE 700 AM.  

* THE GROUND HAS ALREADY BEEN SATURATED BY RECENT RAINFALL IN THE    
  WARNED AREA...AND ADDITIONAL RAIN WILL CAUSE RAPID RUNOFF          
  AND FLOODING.
   
ABSOLUTELY DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER
COVERS THE ROADWAY. VEHICLES CAUGHT IN RISING WATER SHOULD BE
ABANDONED. MOVE TO HIGHER GROUND.
