  THE MOST DANGEROUS PART OF A SEVERE THUNDERSTORM WITH STRONG
  ROTATION 15 MILES NORTHEAST OF KEYSTONE...OR ABOUT 18 MILES
  SOUTHEAST OF ARTHUR...MOVING SOUTH AT 30 MPH. THIS STORM IS CAPABLE
