SOUTHERN SEWARD COUNTY IN SOUTHWEST KANSAS * UNTIL 200 AM CDT * AT 956 PM CDT NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED 3 TO 4 INCHES OF RAIN HAD FALLEN ACROSS SOUTHERN SEWARD COUNTY OVER PAST FEW HOURS. MANY STREETS IN DOWNTOWN LIBERAL HAVE BEEN REPORTED COVERED IN 2 TO 3 FEET OF WATER. * SOME LOCATIONS AFFECTED INCLUDE... HAYNE, LIBERAL, EXCESSIVE RUNOFF FROM THIS STORM WILL CAUSE FLASH FLOODING ALONG FLOOD PRONE STREETS AND UNDERPASSES...HIGHWAYS AND ALONG OTHER DRAINAGE AREAS AND LOW LYING SPOTS.
