NATIONAL WEATHER SERVICE STATE COLLEGE PA
1053 PM EDT THU AUG 7 2003

THE NATIONAL WEATHER SERVICE IN STATE COLLEGE PA HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  POTTER COUNTY IN NORTH CENTRAL PENNSYLVANIA

* UNTIL 145 AM EDT.

* AT 1048 PM...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED A   
THUNDERSTORM WITH VERY HEAVY RAINFALL THAT WAS NEARLY STATIONARY 
OVER NORTHEASTERN POTTER COUNTY...NEAR ULYSSES AND LOUCKS MILLS. 
RADAR ESTIMATES HAVE PLACED OVER TWO INCHES OF RAIN OVER THAT AREA 
SINCE 10 PM. A SIMILAR STORM CELL NEAR NORTH BINGHAM EARLIER THIS 
EVENING FLOODED A TOWNSHIP ROAD. 

RUNOFF FROM THIS EXCESSIVE RAINFALL WILL CAUSE FLASH FLOODING IN THE 
GENESEE FORKS OF THE PINE CREEK...AND ALONG THE UPPER REACHES OF THE 
PINE CREEK IN POTTER COUNTY. 

A FLASH FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR IS 
IMMINENT. NEVER ATTEMPT TO CROSS HIGH WATER IN A VEHICLE OR ON FOOT 

SMALL CREEKS AND STREAMS WILL RAPIDLY FLOOD...POSSIBLY WASHING OUT 
ROADS AND FLOODING NEARBY LOW AREAS.

BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE
DANGERS OF FLOODS AND FLASH FLOODS.
