* AT 304 AM EST...LOCAL LAW ENFORCEMENT REPORTED FLASH FLOODING      
  ACROSS PORTIONS OF WYTHE AND TAZEWELL COUNTIES...ESPECIALLY IN THE 
  RICHLANDS AREA...AND NEAR BLACKLICK. HEAVY RAIN WILL PERSIST OFF   
  AND ON THROUGH DAWN...WITH ANOTHER 1 TO 2 INCHES POSSIBLE.
