  WAS OCCURRING ACROSS THE WESTERN HALF OF JEFF DAVIS COUNTY...INCLUDING
  VALENTINE AND HIGHWAY 90. THE AREA OF HEAVY RAIN WAS MOVING TO THE 
  SOUTHEAST AT 15 MPH.
