* WEATHER SERVICE RADAR INDICATED VERY HEAVY RAIN OVER ESPECIALLY
  NORTHERN FAYETTE AND UNION COUNTIES. AS MUCH AS 3 TO NEARLY 4 
  INCHES OF RAINFALL WAS ESTIMATED TO HAVE FALLEN SINCE 4 AM EST. AN
