  VERY HEAVY RAIN AND THUNDERSTORMS EXTENDING FROM KINGSVILLE TO
  ROBSTOWN...MOVING NORTHEAST AT 15 MPH.  RAINFALL AMOUNTS BETWEEN 1
  AND 3 INCHES HAS ALREADY FALLEN.  AN ADDITIONAL 1 TO 3 INCHES OF
  RAINFALL WILL BE POSSIBLE.
