  HARTFORD COUNTY IN NORTHERN CONNECTICUT
    INCLUDING SOUTHINGTON...WEST HARTFORD...WINDSOR LOCKS

* UNTIL 1015 AM EST.

* AT 425 AM EST...THE QUINNIPIAC RIVER IN SOUTHINGTON WAS NEARING 
BANKFULL AND WAS RISING VERY RAPIDLY.  FLASH FLOODING IS EXPECTED. 
OTHER SMALL RIVERS AND STREAMS IN HARTFORD COUNTY WILL LIKELY RISE 
VERY RAPIDLY OVER THEIR BANKS EARLY THROUGH MID MORNING.
