  A STATIONARY AREA OF HEAVY RAIN OVER EAST-CENTRAL HALIFAX
  COUNTY...NEAR SOUTH BOSTON. RADAR ESTIMATES THAT AROUND 3 INCHES
  OF RAIN HAS FALLEN IN THIS AREA...AND AN ADDITIONAL 1 TO 2 INCHES
