* FORT TOTTEN...CAMP GRAFTON...DEVILS LAKE...STUMP LAKE...AND TOLNA
  WILL BE AFFECTED BY THE HEAVY RAIN. RAINFALL AMOUNTS OF 3 TO 4
  INCHES HAVE BEEN INDICATED BY DOPPLER RADAR FROM NEAR FORT TOTTEN
  TO NEAR TOKIO SINCE 1130 AM. FLOODING IS EXPECTED IN THE FORT
  TOTTEN...SAINT MICHAEL...TOKIO...HORSESHOE LAKE...FREE PEOPLES
  LAKE AND BLACK TIGER BAY AREAS.

MOST FLASH FLOOD DEATHS OCCUR IN AUTOMOBILES. DO NOT DRIVE YOUR
VEHICLE INTO WATER OF UNKNOWN DEPTH. ONE OR TWO
