  THUNDERSTORMS WITH VERY HEAVY RAINFALL EXTENDING FROM MILLERSBURG 
  SOUTHWEST ACROSS NEWPORT TO CARLISLE.  

RADAR ESTIMATES OVER 2 INCHES OF RAIN HAS FALLEN WITH THESE STORMS 
IN THE PAST HOUR...AND THE STORMS CONTINUE TO TRACK NORTHEAST ACROSS
