ALLEGANY COUNTY IN WESTERN NEW YORK CATTARAUGUS COUNTY IN WESTERN NEW YORK THIS INCLUDES THE CITIES OF...OLEAN...SALAMANCA...WELLSVILLE * UNTIL 300 AM EDT * AT 100 AM EDT...WEATHER SERVICE DOPPLER RADAR INDICATED THUNDERSTORMS WITH VERY HEAVY RAIN OVER WARREN AND MCKEAN COUNTIES OF NORTHWEST PENNSYLVANIA. THESE STORMS WERE MOVING NORTHEAST AT 45 MPH. * THESE STORMS WILL REACH SALAMANCA BY 115 AM AND SPREAD ACROSS MOST OF EASTERN AND SOUTHERN CATTARAUGUS COUNTY...AND ALL OF ALLEGANY COUNTY BY 200 AM. THIS AREA HAS RECEIVED EXCESSIVE RAINS DURING THE LAST 48 HOURS WHICH HAVE LEFT SOILS SATURATED. ADDITIONAL HEAVY RAIN COULD CAUSE FLASH FLOODING OF CREEKS AND STREAMS...ROADS AND ROADSIDE CULVERTS. THE HEAVY RAINS COULD ALSO TRIGGER ROCK AND MUDSLIDES IN STEEP TERRAIN. A FLASH FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR OCCURRING.
