THE NATIONAL WEATHER SERVICE IN BROWNSVILLE HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  EASTERN CAMERON COUNTY IN DEEP SOUTH TEXAS

* UNTIL 130 PM CDT

* AT 1040 AM CDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED
  A LINE OF THUNDERSTORMS WITH VERY HEAVY RAINFALL EXTENDING FROM NORTHERN
  TAMAULIPAS MEXICO TO SOUTH PADRE ISLAND AND THE BAYFRONT           
  COMMUNITIES. THESE STORMS ARE MOVING NORTH AT 20 TO 25 MPH.        
  DOPPLER RADAR ESTIMATED RAINFALL AMOUNTS OF 1 TO 2 INCHES IN THE   
  LAST HOUR SOUTH OF PORT ISABEL.

* TORRENTIAL RAIN IS EXPECTED TO FALL REPEATEDLY OVER THE WARNING    
  AREA THROUGH THE EARLY AFTERNOON CAUSING FLOODING AND FLASH        
  FLOODING. THIS PROCESS IS CALLED TRAINING.  TRAINING OCCURS WHEN   
  STORMS DUMP HEAVY RAIN REPEATEDLY...AND THEN REDEVELOP ACROSS THE  
  SAME AREA OVER AND OVER AGAIN. THIS PROCESS OF TRAINING IS         
  ANTICIPATED OVER THE WARNING AREA THROUGH 130 PM CAUSING FLASH     
  FLOODING. SOME LOCATIONS THAT WILL EXPERIENCE   FLASH FLOODING     
  INCLUDE...PORT ISABEL...LAGUNA HEIGHTS...LAGUNA                    
  VISTA...BAYVIEW AND SOUTH PADRE ISLAND.
