* CAUSE AND EFFECT
    VERY HEAVY RAIN...IN EXCESS OF 3 TO 4 INCHES HAS FALLEN SINCE
    MIDNIGHT.  WIDESPREAD AREAS OF FLOODING HAS BEEN REPORTED.

* FORECAST CONDITIONS
    ADDITIONAL RAINFALL WILL CONTINUE ACROSS THE PORTIONS OF
    THE COUNTY THROUGH THE REMAINDER OF THE NIGHT.

BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE
DANGERS OF FLOODS AND FLASH FLOODS.  IF FLASH :FLOODING IS
