* CAUSE AND EFFECT
    RADAR INDICATED THAT IN EXCESS OF THREE INCHES OF RAIN HAVE
    FALLEN JUST NORTH AND WEST OF SALINA. THUNDERSTORMS CONTINUE
    TO MOVE ACROSS THE SAME AREAS...WITH ADDITIONAL RAINFALL OF
    AT LEAST ONE INCH EXPECTED

BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE THE
DANGERS OF FLOODS AND FLASH FLOODS.  IF FLASH FLOODING IS
