* SOME LOCATIONS OR STREAMS AFFECTED
    HARPERS FERRY...EASTMAN...BOSCOBEL...STEUBEN AND HIGHWAY 35

* CAUSE AND EFFECT...
    RAINFALL OBSERVERS IN EASTMAN REPORTED 3.5 INCHES OF RAIN SINCE
    430 PM WITH 3.0 INCHES OF THIS FALLING SINCE 730 PM.  DOPPLER
    RADAR SHOWED THUNDERSTORMS REGENERATING WEST OF THE AREA
    MOVING EAST AT 30 MPH. RAINFALL FROM THESE STORMS WILL
    WORSEN THE FLOODING.

* FORECAST CONDITIONS...
    NORMALLY DRY CREEK WAS REPORTED TO BE A RAGING RIVER BY THE
    EASTMAN OBSERVER.  OTHER CREEKS AND SMALL STREAMS MAY EXPERIENCE
    RAPID RISES IN WATER LEVELS DURING THE REMAINDER OF THE EVENING.
