PARTS OF NORTHEAST NEBRASKA. 1 TO 3 INCHES OF RAIN HAVE FALLEN
OVERNIGHT...AND HAVE FALLEN ON SATURATED GROUND IN THE WARNED COUNTIES.
 
RAPID RISES CAN BE EXPECTED ON THE NORTH FORK OF THE ELKHORN RIVER FROM
OSMOND SOUTH TO PIERCE DURING THE NIGHTTIME HOURS. EXPECT COUNTY ROAD
WASHOUTS IN THE VICINTY OF LOW SPOTS.
 
BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE
THE DANGERS OF FLOOD WATERS.  IF FLASH FLOODING IS OBSERVED...
ACT QUICKLY.  MOST DEATHS IN FLASH FLOODING OCCUR IN AUTOMOBILES.
