THE NATIONAL WEATHER SERVICE IN TOPEKA HAS ISSUED A
FLASH FLOOD WARNING EFFECTIVE UNTIL 1115 PM CDT
FOR PEOPLE IN THE FOLLOWING COUNTIES...
 
IN EAST CENTRAL KANSAS
          ...DOUGLAS...FRANKLIN
IN NORTHEAST KANSAS
          ...JEFFERSON
 
AT 705 PM A LINE OF STRONG THUNDERSTORMS THAT WERE PRODUCING
TORRENTIAL RAIN EXTENDED FROM 20 MILES NORTHEAST OF TOPEKA TO NEAR
OSAGE CITY. THESE STORMS HAVE PRODUCED RAINFALL IN EXCESS OF 2
INCHES IN LESS THAN 2 HOURS. THIS RAINFALL...ON TOP OF RAIN EARLIER
TODAY WILL CAUSE A RAPID RISE IN SMALL STREAMS AND IN URBAN AND LOW
AREAS.
 
A FLASH FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR IS
IMMINENT.  MOST FLASH FLOOD DEATHS OCCUR IN AUTOMOBILES.  DO NOT
ATTEMPT TO CROSS BRIDGES... DIPS... OR LOW SPOTS IF WATER COVERS
THE ROADWAY.  NEVER TRY TO CROSS A FLOWING STREAM... EVEN A SMALL
ONE... ON FOOT.
 
BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE
THE DANGERS OF FLOODS AND FLASH FLOODS.  IF FLASH FLOODING IS
OBSERVED...ACT QUICKLY. DO NOT STAY IN AREAS SUBJECT TO FLOODING
WHEN WATER BEGINS TO RISE.
