FLASH FLOOD WARNING EFFECTIVE UNTIL  700 PM CDT
FOR PEOPLE IN THE FOLLOWING LOCATIONS...
 
IN SOUTHWEST TEXAS

AT 348 PM CDT...A SKYWARN SPOTTER IN ODESSA REPORTED WATER OVER P.U.
TRUNK BUMPERS AND AUTO GRILLES. WATER WAS RISING RAPIDLY AND IT WAS
STILL RAINING. RADAR INDICATES THE THUNDERSTORMS CAUSING THE VERY
HEAVY RAIN ARE MOVING NORTHEAST 10 MILES AN HOUR.
 
 
BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE
THE DANGERS OF FLOODS AND FLASH FLOODS.  IF FLASH: FLOODING IS
OBSERVED...ACT QUICKLY.  MOVE UP TO ESCAPE FLOOD WATERS.  DO
NOT STAY IN AREAS SUBJECT TO FLOODING WHEN WATER BEGINS RISING.
